EMF 15: A Competitive Electricity Industry

Abstract: 

Governments worldwide are restructuring their electric power industry to promote competition, facilitate investment, and improve economic efficiency. Although these policies may lead to substantial improvements in the operation of the electric power system, reforming this sector may also present some key challenges as well.

Electricity modelers have been developing analysis and estimates to help understand and anticipate problems that may arise in a more decentralized electricity market. Together with key potential model users, they have discussed some of their preliminary findings at working group meetings organized by Stanford University's Energy Modeling Forum over the last 18 months. This report represents some of the more important conclusions concerning several key problems in electricity restructuring.
